Informing the Authorities of Terrorist Plots—By Ustaadh Abu Khadeejah (may Allaah preserve him)

In The Name of Allaah, The Most Merciful, The Bestower of Mercy

The Salafi position with regarding those who incite or plan terrorist acts such as suicide, kidnap or bombings is that Muslims should inform the authorities of their activities. This is regardless of whether these acts are perpetrated in Muslim or non-Muslim countries. Muslim communities must be at the forefront of stamping out these non-Islamic acts that are done falsely in the name of Islam. The Messenger of Allaah stated: ‘’Whoever sees an evil, let him change it with his hand. If he is not able to do that, then let him change it with his tongue [by speaking]. And if he is not able to do that, then let him [hate it] with his heart, and that is the weakest of faith.’’ (Reported by Muslim)

The Scholars have stated that forbidding with the hand is done by the governments and the authorities, so they hold and punish and imprison the evil doers. If they withhold from this duty, it does NOT fall into the hands of the citizens to take the law into their own hands. Rather they remain patient. As for speaking against the evil in terms of refuting the false ideologies, then that it for the scholars and the people of knowledge, not for ignorant, and there has never been a time in the history of Islam, except that the scholars have spoken out against evil ideologies and doctrines as a safeguard for Islam, and this will not stop up until the final Hour is established. As for the general person then he forbids only in accordance to his knowledge and ability in line with the rulings of the true scholars of the Sunnah based upon the Qur’aan and the Sunnah. As for hating with the heart, then this for the one who recognizes evil, but does not have the knowledge nor the ability to speak against this, so he distances himself from it and keeps away from it. So as it relates to the terrorists, then it is known by the one possessing knowledge as well as the one who is devoid of it, that these acts are evil and condemned by the Muslim scholars based upon the texts of the Qur’aan and authentic Sunnah. So both, the one possessing knowledge and the general person, informs the authorities of those that incite or plan terrorist acts.

And this is from the aspect of forbidding evil and thereby earning the reward of Allaah, the Most High. Indeed it is a distinguishing trait of this nation that they enjoin the good and forbid the evil. Allaah states, ‘’Let there rise from amongst you a group that call to good and they enjoin the good and forbid the evil. And indeed they are the successful.’’ (Qur’aan 3:104) Indeed nations that came before were cursed upon the tongues of the Prophets due to them not forbidding the evil when it appeared. Allaah, the Most High, states, ‘’Those amongst the Children of Israel were cursed by the tongue of Dawood (David) and Eesaa the son of Maryam (Jesus son of Mary), because they used to transgress the bounds. They used not to forbid one another from evil which they committed?’’ (Qur’aan 5:78-79).
So Muslims should take heed from this great verse. Additionally the Messenger of Allaah (salallaahu alaihi wassallam) stated: ‘’There are not a people amongst whom sins are committed, and they are stronger than those who commit them yet they do not prevent them, except that Allaah sends His punishment upon them all.’’ (See Tashabbuhul-Khasees of adh-Dhahabee, and the hadeeth is authentic) Another reason why these terrorists and their ideology must be stamped out is due to the fact that they are innovators who have attributed to Islaam, that which is Islam is free of, and it is impermissible to accommodate them or defend them or protect them, due to the statement of the Prophet (salallaahu alaihi wassallam), ‘’Whoever innovates or accommodates an innovator, then upon him is the curse of Allaah, His Angels and the whole of mankind.’’ (Reported by Bukhaaree and Muslim). And there is not a shadow of a doubt from an Islamic perspective, that these terrorist ideologies are innovations and these perpetrators are innovators, and it is not permissible to protect them or give them refuge.

One can recognize the ideology of the these evil doers from certain matters that their lectures and discussions always revolve around, from them is that they always call for rebellion and revolution in the Muslim lands and against the Muslim rulers; they declare the Muslim rulers and those who work in the apparatus of government to be apostates and unbelievers; they praise the suicide bombers and terrorists and insurgencies in Iraaq, Palestine and other places and continually justify their actions; they may praise the bombings of 9/11 in New York, 7th July bombings in London or the Madrid bombings. These discussions of theirs may not necessitate that they themselves will organize or carry out terrorist acts but this speech of theirs incites others towards violence. Remember it only takes two or three young men (or women) who have been affected to go out and wreak havoc. The Messenger of Allaah (salallaahu alaihi wassallam), mentioned these renegades (known as the Khawarij) in a narration, ‘’If I am alive when they appear, I will slaughter them with the slaughtering of Aad.’’ And Aad was a tribe mentioned in the Qur’aan that was punished by Allaah for their evils and transgressions. He also stated, ‘’They are the worst of Allaah’s creation under the sky.’’ There are many, many other narrations of the Prophet and his Companions describing them, to the extent that Shaikhul-Islaam Ibn Taymiyyah and Imaam an-Nawawee, two great scholars of the middle ages, stated the consensus of the great Scholars of the Salaf and Sunnah that these renegades must be prevented and fought against. In fact Shaikhul-Islaam Ibn Taymiyyah (died 728 AH) stated that the Khawaarij are more harmful to Islaam and the Muslims than the Jews and the Christians. And this is due to the fact that these Jihaadis, Takfeeris and terrorists are a cancer within the ranks of the Muslims, destroying the purity of the Religion from within.

So when one looks at the activities of these people such as the killing of men, women and children, Muslim and non-Muslim alike, one sees that they are indiscriminate in their murderous acts. After what has been mentioned above one can see why the Scholars of this noble and blessed Salafi da’wah have issued verdicts calling people to inform the authorities if they know of anyone inciting or planning terrorist acts.

There is NO doubt that those make a link between terrorism and what they term as ‘’The Wahhaabis’’, intending by that the Salafis, have made a mythical link based upon fallacies and falsehood. The great Scholar Muhammad Ibn ?Abdul-Wahhaab (died 1206AH), after whom his adversaries invented the derogatory term ‘Wahhaabi’ for anyone who studied his works – then this Scholar was the most fervent in his opposition to deviation and deviant ideologies. Rather the Salafis, whom the opposers term as Wahhaabis, have been at the forefront of combating the takfeeri, Jihaadi and Khariji ideologies, for decades. And this refutation of the Salafi scholars upon these groups was not just a mere response to modern-day events but rather a religious obligation upon them regardless of prevailing circumstances.

So Syed Qutb, the father and reference point of the modern-day Jihadist-terrorist movements, was refuted by the Salafi Scholars for his call to assassinations and violent revolution decades ago and again in the early nineties by the likes of the Salafi scholars such as Shaikh Bin Baaz, Shaikh Bin Uthaimeen and especially in great detail by Shaikh Rabee bin Haadee al-Madkhalee who authored several books in exposition of Syed Qutb. Shaikh Bin Baaz warned and exposed the evil doctrine of Usamah bin Laden back in the early nineties, whilst the Islamic political groups were in praise of him. Sayyid Abul Ala Maududi is another reference point for the modern day violent politically motivated groups, yet the Salafi Scholars such as Shaikh Rabee al-Madkhali, Shaikh Ubaid al-Jaabiree, Shaikh Hammaad al-Ansaaree exposed his errors and warned against his approach. Another example is the warning of the Salafi Yemeni Scholar Muqbil bin Haadee against the HAMAS of Palestine whilst the latter were supporting terrorist attacks on civilian buses in Israel. We also have the Scholarly Salafi stance against Hizbollah of south Lebanon and former leader of Iran, Khomeini such as the statements of Shaikh Bin Baz, Shaikh Bin Uthaimin, Shaikh Ahmad an-Najmi and others. Shaikh Ibn Uthaimeen in his now published explanation of ‘Riyaadhus-Saaliheen’ well over fifteen years ago showed his clear abhorrence at the suicide bombings in Palestine. So this is the clarity with which the Salafis speak and have always spoken. Over a thousand years of Salafi authorship, from the time of the disciples of the Prophet until this day, the Scholars of Sunnah and Salafiyyah have been refuting the false ideologies, whether extremist or negligent – Whereas the people of deviation will respond based upon political expediency, but the underlying ideology in support of revolution and suicide attacks remains. How is it possible to be straddle both sides of the fence in this issue, whilst the Qur’aan and Sunnah is so clear upon them?

What is astonishing is that these same people accuse the Salafis, whom they call Wahhaabis, of being responsible for these false extremist ideologies. It reminds us of the lines of poetry: ‘’She accused me of the illness she possessed, and then slipped way!’’

The Muflis [Bankrupt one] of my Ummah

The Messenger (sallal-laahu-alayhi-wasallam) said:

إِنَّ الْمُفْلِسَ مِنْ أُمَّتِي يَأْتِي يَوْمَ الْقِيَامَةِ بِصَلَاةٍ وَصِيَامٍ وَزَكَاةٍ وَيَأْتِي قَدْ شَتَمَ هَذَا وَقَذَفَ هَذَا وَأَكَلَ مَالَ هَذَا وَسَفَكَ دَمَ هَذَا وَضَرَبَ هَذَا

فَيُعْطَى هَذَا مِنْ حَسَنَاتِهِ وَهَذَا مِنْ حَسَنَاتِهِ

فَإِنْ فَنِيَتْ حَسَنَاتُهُ قَبْلَ أَنْ يُقْضَى مَا عَلَيْهِ أُخِذَ مِنْ خَطَايَاهُمْ فَطُرِحَتْ عَلَيْهِ ثُمَّ طُرِحَ فِي النَّارِ

”Indeed, the bankrupt one of my Ummah will come on the Day of Resurrection with prayer, fasting and Zakah (in his account), but he comes along having abused this one, slandered that one, unlawfully took the wealth of this one and shed the blood of that one, and beaten that one. So this one will be given from his good deeds, and that one will be given from his good deeds. And if his good deeds finishes before the judgment is made on him, some of their sins(i.e. the ones he wronged) will be taken and cast onto him, then he will be thrown into the Fire.” [Reported by Muslim. These are the Verses of the Clear Book. Verily, We have sent it down as an Arabic Qur’an in order that you may understand

 Allaah (The Most High) said:

الٓر‌ۚ تِلۡكَ ءَايَـٰتُ ٱلۡكِتَـٰبِ ٱلۡمُبِينِ

إِنَّآ أَنزَلۡنَـٰهُ قُرۡءَٲنًا عَرَبِيًّ۬ا لَّعَلَّكُمۡ تَعۡقِلُونَ

Alif-Lam-Ra.These are the Verses of the Clear Book. Verily, We have sent it down as an Arabic Qur’an in order that you may understand. [12:1-2]

Allaah (The Most high) informed (us) that the verses of the Qur’aan are clear; meaning: Its wordings and meanings are manifest and clear. And from its manifest and clear (nature) is that it has been sent down in the Arabic Language—the noblest and most (precise and eloquent of all languages in giving clarification, explanation etc). And all this clarity and explanation is so that لَّعَلَّكُمۡ تَعۡقِلُون — ‘’You may understand’’; meaning: so that you may understand its prescribed boundaries (in punishments, retribution, acts of worship, dealings etc); its fundamental principles; its subsidiary issues; its commandments and prohibitions. So when you understand it (after studying, contemplating etc) and your hearts become characterized with its understanding, then that will produce the fruits of actions of the limbs and submission to it. And لَّعَلَّكُمۡ تَعۡقِلُون – ‘’In order that you may understand’’; meaning: Your intellects are enhanced by way of affirming the noble and lofty meaning (of affairs) in your minds; so you move from one state to another loftier and more perfect state. Allaah (The Most High) said:

الٓر‌ۚ كِتَـٰبٌ أُحۡكِمَتۡ ءَايَـٰتُهُ ۥ ثُمَّ فُصِّلَتۡ مِن لَّدُنۡ حَكِيمٍ خَبِيرٍ

Alif-Lam-Ra. (This is) a Book, the Verses whereof are perfected (in every sphere of knowledge, etc.), and then explained in detail from One (Allah), Who is All-Wise and Well-Acquainted (with all things). [1]

Allaah (The Most High) said: This is a great Book and a noble revelation. [أُحۡكِمَتۡ ءَايَـٰتُهُ– the Verses whereof are perfected]; meaning: (Absolutely) perfect and excellent. Its information is (absolutely) truthful and its commandments and prohibitions are (absolutely) just. Its wordings are (absolutely) eloquent and its meanings are (absolutely) magnificent. [ثُمَّ فُصِّلَتۡ– And then explained in detail]; meaning: Distinguished (i.e. for its absolute excellence, truthfulness, perfection, infallibility etc) and explained with the loftiest of explanations. [مِن لَّدُنۡ حَكِيمٍ خَبِير— From One (Allah), Who is All-Wise and Well-Acquainted (with all things)]. He (Allaah) imposes all things (or all affairs) in their rightful places and positions them in their rightful positions. He neither commands nor prohibits except in accordance with His (absolute perfect) Wisdom. [خَبِير]- ‘Well-Acquainted’ with all apparent and hidden things.

And when it is the case that it’s (i.e. the verses of the Qur’aan) perfection and detailed explanation is from Allaah, The All-Wise and Well Acquainted (with all hidden and apparent things), then no question should be asked about its greatness and loftiness, and about it being gathered upon perfect wisdom and vast mercy. [2]

If Allaah (The Creator and Originator of Everything) did not send down any authority for their creeds, beliefs and deeds, then what are its sources?!

 Allaah (The Most High) informed us that Yusuf (alayhis-salaam) said to his companions in the prison:

يَـٰصَٮٰحِبَىِ ٱلسِّجۡنِ ءَأَرۡبَابٌ۬ مُّتَفَرِّقُونَ خَيۡرٌ أَمِ ٱللَّهُ ٱلۡوَٲحِدُ ٱلۡقَهَّارُ

مَا تَعۡبُدُونَ مِن دُونِهِۦۤ إِلَّآ أَسۡمَآءً۬ سَمَّيۡتُمُوهَآ أَنتُمۡ وَءَابَآؤُڪُم مَّآ أَنزَلَ ٱللَّهُ بِہَا مِن سُلۡطَـٰنٍ‌ۚ إِنِ ٱلۡحُكۡمُ إِلَّا لِلَّهِ‌ۚ أَمَرَ أَلَّا تَعۡبُدُوٓاْ إِلَّآ إِيَّاهُ‌ۚ ذَٲلِكَ ٱلدِّينُ ٱلۡقَيِّمُ وَلَـٰكِنَّ أَڪۡثَرَ ٱلنَّاسِ لَا يَعۡلَمُونَ

“O two companions of the prison! Are many different lords (gods) better or Allah, the One, the Irresistible? You do not worship besides Him but only names which you have named (forged), you and your fathers, for which Allah has sent down no authority. The command (or the judgement) is for none but Allah. He has commanded that you worship none but Him (i.e. His Monotheism), that is the (true) straight religion, but most men know not.” [12:39-40]

[يَـٰصَٮٰحِبَىِ ٱلسِّجۡنِ ءَأَرۡبَابٌ۬ مُّتَفَرِّقُونَ خَيۡرٌ أَمِ ٱللَّهُ ٱلۡوَٲحِدُ ٱلۡقَهَّار- O two companions of the prison! Are many different lords (gods) better or Allah, the One, the Irresistible?] Meaning: Lords that are deprived of the ability to act and are weak-neither able to benefit nor harm; neither able to give nor withhold. And they are various types, (such as) trees, stones, angels and dead people and other than them of those various objects of worship that are taken as objects of worship by the polytheists. Are those objects of worship better or Allaah? [Allaah]–The only One Who has Attributes of absolute perfection; ٱلۡوَٲحِدُ The one singled out in His Essence, His Attributes and Actions, and He  has no partner in any of that.

[ٱلۡقَهَّارُ] The Irresistible- the one to whom everything has submitted due to his absolute subjugation of everything and His absolute dominion over everything–whatever He wills takes place and whatever He does not will cannot take place; (and)  مَّا مِن دَآبَّةٍ إِلَّا هُوَ ءَاخِذُۢ بِنَاصِيَتِہَآ‌ۚ– There is not a moving (living) creature but He has grasp of its forelock.

It is known that the one whose affair and description is as such is superior to (those) different gods, which are mere names–neither do they possess perfection nor actions. So because of this [Allaah (The Most High) said that Yusuf (alayhis-salaam) said to them]:

[مَا تَعۡبُدُونَ مِن دُونِهِۦۤ إِلَّآ أَسۡمَآءً۬ سَمَّيۡتُمُوهَآ أَنتُمۡ وَءَابَآؤُڪُم— You do not worship besides Him but only names which you have named (forged), you and your fathers]; Meaning: You gave them names and called them gods, whilst they are nothing. They have no attribute of Uloohiyyah (i.e. attributes of absolute perfection-free from all deficiencies, weakness etc) and [مَّآ أَنزَلَ ٱللَّهُ بِہَا مِن سُلۡطَـٰنٍ‌] – for which Allah has sent down no authority; rather Allaah has sent down authority in prohibiting them (i.e. worship of these things) and clarified its falsity.

And if Allaah did not send down any authority for it, then neither can it be a (sound) path nor a means (of worship), nor does it have any proof. That is because to Allaah (alone) belongs the judgement and He is the one who gives commands and prohibitions. And He (alone) is the One Who legislate the divine laws and rulings, and He is the one that commanded you أَلَّا تَعۡبُدُوٓاْ إِلَّآ إِيَّاهُ‌ۚ ذَٲلِكَ ٱلدِّينُ ٱلۡقَيِّمُ– That you worship none but Him (i.e. His Monotheism), that is the (true) straight religion]; Meaning: The straight religion that leads to every good and the other religions besides it are not upright; rather they are crooked and will lead to every evil.

[وَلَـٰكِنَّ أَڪۡثَرَ ٱلنَّاسِ لَا يَعۡلَمُونَ –But most men know not] the reality of affairs, even though the distinction between worshipping Allaah alone and associating partners with him in worship is a clear and manifest affair (i.e. there is no doubt about the falsity of worshipping others and the absolute proof that Allaah alone has the right to be worship). However due to many people not possessing knowledge of this affair, they fall into shirk.

The Qur’aan contains the Noblest Affair of knowledge without exception—Imaam Sadi (rahimaullaah)

The knowledge of Sound Creed and the Fundamental Principles of Tawheed

This is the noblest of all affairs of knowledge without exception. It is the most virtuous and perfect. By way of it the hearts are established upon sound affairs of creed and the manners are purified and made to flourish. And by way of it deeds are corrected and made perfect. The subject matter of this affair of knowledge is based on the following:

Studying what is obligatory to establish for Allaah of perfect Attributes and lofty descriptions, and that which prevents and makes it impossible for Him to be described with deficient and blameworthy attributes, or making similarities to Him with others.

(Studying) what establishes the fact that Allaah brought about all the things in the existence and that He does whatever He pleases-whatever He wishes will take place and whatever he does not wish cannot take place.

Likewise, studying what is obligatory regarding belief in the Messengers, their qualities and the rights due to them, and what is forbidden with regards to violation of such rights.

Belief in the Books revealed to the Messengers and in that which Allaah has stated Himself, and that which His Messengers stated regarding the events of the past and the future.

Belief in the last day, recompense, reward and punishment, the paradise and hell fire; and that which is stated and connected to these affairs.

These are the general affairs of this lofty affair of knowledge. Indeed the Qur’aan has explained these affairs with a profound explanation and it has clarified it in a manner that is not equal to the other revealed books. There is no fundamental affair except that it has explained it. It (i.e. the Qur’aan) combines between giving explanation and proofs; between the important lofty affairs and clear cut sound intellectual proofs, divine proofs and the proofs that are in harmony with sound (uncorrupted) innate human nature.

Allaah (The Most High) said:

حمٓ

تَنزِيلٌ۬ مِّنَ ٱلرَّحۡمَـٰنِ ٱلرَّحِيمِ

كِتَـٰبٌ۬ فُصِّلَتۡ ءَايَـٰتُهُ ۥ قُرۡءَانًا عَرَبِيًّ۬ا لِّقَوۡمٍ۬ يَعۡلَمُونَ

Ha-Mim. A revelation from Allah, the Most Beneficent, the Most Merciful. A Book whereof the Verses are explained in detail; A Qur’an in Arabic for people who know.” [41:1-3]

Allaah (The Most High) informed His slaves that indeed this lofty Book and beautiful Qur’aan is a [تَنزِيلٌ۬  ] revelation [مِّنَ ٱلرَّحۡمَـٰنِ ٱلرَّحِيم—from the Most Beneficent, the Most Merciful] Whose Mercy encompasses everything. And from His greatest and abundant mercy is the sending down of this Book through which knowledge and guidance, light and cure, mercy and abundant good are received. There is no greater favour of His upon the slaves than it, and it is the path towards happiness in both worlds (i.e. this life and the next).

Then He (Allaah) praised the Book saying that it gives a complete explanation: [فُصِّلَتۡ ءَايَـٰتُهُ]; that is: It explained every matter based on its differences and exact (perfect) determined boundaries, and this necessitates a complete explanation, distinction between everything and a distinction between the different affairs of reality.

[قُرۡءَانًا عَرَبِيًّ۬ا -A Qur’an in Arabic]: That is: In the pure (Arabic) language-the most perfect of languages. Its verses have been explained and revealed in the Arabic language [لِّقَوۡمٍ۬ يَعۡلَمُونَ- for people who know]; so that its meanings are made clear to them just as its wordings are clear; (and so that) guidance is made clearly distinct from misguidance and being misled is made distinct from being led aright.

As for the (obstinate) ignorant ones- those who (in the presence) of guidance are not increased in aught except misguidance; those who (in the presence) of clarification are not increased in aught except blindness, then speech is not uttered due to them; [سَوَآءٌ عَلَيۡهِمۡ ءَأَنذَرۡتَهُمۡ أَمۡ لَمۡ تُنذِرۡهُمۡ لَا يُؤۡمِنُونَ — It is the same to them whether you (O Muhammad) warn them or do not warn them, they will not believe.]

Allaah is The Greatest! Indeed there is nothing equal to This Great Book!

الحمد للّه الذي أنزل على عبده الكتاب؛ تبصرة لأولي الألباب،

وأودعه من فنون العلوم والحكم العجب العجاب،

وجعله أَجَلّ الكتب قدرًا، وأغزرها علمًا، وأعذبَها نظمًا، وأبلغها في الخطاب؛

قرآنًا غير ذي عوج، ولا مخلوق،

لا شبهة فيه ولا ارتياب

Allaah (The Most High) said:

وَأَوۡحَيۡنَآ إِلَىٰٓ أُمِّ مُوسَىٰٓ أَنۡ أَرۡضِعِيهِ‌ۖ فَإِذَا خِفۡتِ عَلَيۡهِ فَأَلۡقِيهِ فِى ٱلۡيَمِّ وَلَا تَخَافِى وَلَا تَحۡزَنِىٓ‌ۖ إِنَّا رَآدُّوهُ إِلَيۡكِ وَجَاعِلُوهُ مِنَ ٱلۡمُرۡسَلِينَ

فَٱلۡتَقَطَهُ ۥۤ ءَالُ فِرۡعَوۡنَ لِيَڪُونَ لَهُمۡ عَدُوًّ۬ا وَحَزَنًا‌ۗ إِنَّ فِرۡعَوۡنَ وَهَـٰمَـٰنَ وَجُنُودَهُمَا ڪَانُواْ خَـٰطِـِٔينَ

”And We inspired the mother of Musa (Moses), (saying): “Suckle him [Musa (Moses)], but when you fear for him, then cast him into the river and fear not, nor grieve. Verily! We shall bring him back to you, and shall make him one of (Our) Messengers. Then the household of Fir’aun (Pharaoh) picked him up, that he might become for them an enemy and a (cause of) grief. Verily! Fir’aun (Pharaoh), Haman and their hosts were sinners.” [28:7-8]

That is: The end result and final outcome of picking up Moosa was that he would be an enemy of theirs and a cause of grief that was to grief them. Because what they feared (i.e. that they were to be destroyed at the hands of a man from Bani israa’eel) did not benefit them due to what Allaah has decreed. And that the one they feared amongst Bani Israa’eel (i.e. Moosaa) had been destined to be a leader of theirs, who was to be nurtured by them, under their eyes and guardianship.

[إِنَّ فِرۡعَوۡنَ وَهَـٰمَـٰنَ وَجُنُودَهُمَا ڪَانُواْ خَـٰطِـِٔين -Verily! Fir’aun (Pharaoh), Haman and their hosts were sinners]; so We wished to punish them for their sins and planned for them a recompense for their (evil) plots and plans.

Imaam Sadi (rahimahullaah) also said: And from the usual ways of Allaah (The Most High) is that He causes affairs to appear gradually—little by little—and not just at once.

[3] Reminders from Surah Al-Qasas— how were the oppressed given leadership and victory over the oppressors and corrupters?! [Imaam Shanqeeti Explains]

Allaah (The Most High) said:

وَنُرِيدُ أَن نَّمُنَّ عَلَى ٱلَّذِينَ ٱسۡتُضۡعِفُواْ فِى ٱلۡأَرۡضِ وَنَجۡعَلَهُمۡ أَٮِٕمَّةً۬ وَنَجۡعَلَهُمُ ٱلۡوَٲرِثِينَ

وَنُمَكِّنَ لَهُمۡ فِى ٱلۡأَرۡضِ وَنُرِىَ فِرۡعَوۡنَ وَهَـٰمَـٰنَ وَجُنُودَهُمَا مِنۡهُم مَّا ڪَانُواْ يَحۡذَرُونَ

”And We wished to do a favour to those who were weak (and oppressed) in the land, and to make them rulers and to make them the inheritors; And to establish them in the land, and We let Fir’aun (Pharaoh) and Haman and their hosts receive from them that which they feared.” [28:5-6]

Imaam Shanqeeti (rahimahullaah) said: We have already stated that His (Allaah’s) statement in this ayah [وَنُرِيدُ أَن نَّمُنَّ عَلَى ٱلَّذِينَ ٱسۡتُضۡعِفُواْ فِى ٱلۡأَرۡضِ And We wished to do a favour to those who were weak (and oppressed) in the land] is the (intended meaning) in His (other) statement:[وَتَمَّتۡ كَلِمَتُ رَبِّكَ ٱلۡحُسۡنَىٰ عَلَىٰ بَنِىٓ إِسۡرَٲٓءِيلَ And the fair Word of your Lord was fulfilled for the Children of Israel (7:137)].

And He (Allaah) did not clarify in (the ayah 28:5) the reason for making them (i.e. Bani Israa’eel) leaders—that is: Leaders to good and callers to Him (i.e. to the path of Allaah). Likewise, in He (Allaah) did not clarify the reason for making them inheritors; however He (The Most High) clarified all of that in other places (in the Qur’aan). So He (Allaah) clarified the reason for making them leaders in His saying:

[وَجَعَلۡنَا مِنۡہُمۡ أَٮِٕمَّةً۬ يَہۡدُونَ بِأَمۡرِنَا لَمَّا صَبَرُواْ‌ۖ وَڪَانُواْ بِـَٔايَـٰتِنَا يُوقِنُونَ –And We made from among them (Children of Israel), leaders, giving guidance under Our Command, when they were patient and used to believe with certainty in Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.)].

[And with regards to His (Allaah) saying: وَأَوۡرَثۡنَا ٱلۡقَوۡمَ ٱلَّذِينَ كَانُواْ يُسۡتَضۡعَفُونَ مَشَـٰرِقَ ٱلۡأَرۡضِ وَمَغَـٰرِبَهَا- And We made the people who were considered weak to inherit the eastern parts of the land and the western parts thereof….] He clarified what He made them inherit, saying: [كَمۡ تَرَكُواْ مِن جَنَّـٰتٍ۬ وَعُيُونٍ۬   — How many of gardens and springs do they [Fir’aun’s (Pharaoh) people] left].   [وَزُرُوعٍ۬ وَمَقَامٍ۬ كَرِيمٍ۬–And green crops (fields etc.) and goodly places] [وَنَعۡمَةٍ۬ كَانُواْ فِيہَا فَـٰكِهِين– And comforts of life wherein they used to take delight!] [كَذَٲلِكَ‌ۖ وَأَوۡرَثۡنَـٰهَا قَوۡمًا ءَاخَرِين– Thus (it was)! And We made other people inherit them (i.e. We made the Children of Israel to inherit the kingdom of Egypt) [44:25-28]

And (also) His (The Most High) saying: [فَأَخۡرَجۡنَـٰهُم مِّن جَنَّـٰتٍ۬ وَعُيُونٍ۬– So, We expelled them from gardens and springs] [وَكُنُوزٍ۬ وَمَقَامٍ۬ كَرِيمٍ۬ — Treasures, and every kind of honourable place][ كَذَٲلِكَ وَأَوۡرَثۡنَـٰهَا بَنِىٓ إِسۡرَٲٓءِيلَ– Thus [We turned them (Pharaoh’s people) out] and We caused the Children of Israel to inherit them] [26:57-59] [1]

[وَنُرِىَ فِرۡعَوۡنَ وَهَـٰمَـٰنَ وَجُنُودَهُمَا مِنۡهُم مَّا ڪَانُواْ يَحۡذَرُون ] [And We let Fir’aun (Pharaoh) and Haman and their hosts receive from them that which they feared] for indeed they were informed that they would be destroyed through the hands of a man of Bani Israa’eel, so they were afraid of them. However Allaah made them received what they feared. [2]

Imaam Sadi (rahimahullaah) said:

If Allaah wishes that an affair (should take place); He makes the means to it easy and makes its paths distinct. [3]
